The People’s Bank of China set Tuesday’s USD/CNY central rate at 6.7171, edging up from Monday’s 6.7162, while sitting above a Reuters estimate of 6.6731. The daily fix provides the reference point for the onshore renminbi session and is a key channel for policy signalling around exchange-rate conditions.
PBoC Objectives and Structure
The PBoC’s stated objectives are to safeguard price stability, including exchange-rate stability, and to support economic growth, while advancing financial reforms such as opening and developing the financial market. It is state-owned under the People’s Republic of China and is not treated as autonomous; the CCP Committee Secretary, nominated by the Chairman of the State Council, has major influence over management, and Pan Gongsheng holds both that post and the governorship.
Policy Tools and Private Banking
Policy tools include the seven-day Reverse Repo Rate, the Medium-term Lending Facility and foreign exchange interventions, alongside the Reserve Requirement Ratio (RRR), while the Loan Prime Rate drives pricing for loans, mortgages and savings and can feed through to the renminbi. China has 19 private banks, and since 2014 has permitted domestic lenders fully capitalised by private funds.
