Monetary Policy Objectives and Exchange Rate Setting
The People’s Bank of China set Friday’s USD/CNY central parity at 6.7168, slightly above the prior session’s fix of 6.7156. The bank’s stated monetary policy objectives are to safeguard price stability, including exchange rate stability, while supporting economic growth, alongside advancing financial reforms aimed at opening and developing China’s financial market.
Institutional Structure and Policy Tools
The PBoC is state-owned under the People’s Republic of China and is therefore not autonomous, with direction shaped by the Chinese Communist Party Committee Secretary nominated by the Chairman of the State Council; Pan Gongsheng currently holds both that post and the governorship. Its policy toolkit includes a seven-day reverse repo rate, the Medium-term Lending Facility, foreign exchange intervention and the Reserve Requirement Ratio, while the Loan Prime Rate serves as the benchmark rate influencing lending, mortgage and deposit pricing and, by extension, the renminbi’s exchange rate. China also permits 19 private banks, including digital lenders WeBank and MYbank, and has allowed fully privately funded domestic lenders since 2014.
