Russia’s gold reserves fall to 2019 low as Hong Kong imports surge amid sanctions squeeze

Russia reduced its gold reserves by 6.2 tonnes in September, taking total holdings to 2,264 tonnes, the lowest level since 2019, and extending a run of declines to 10 consecutive months. Since December 2025, reported holdings are down by 2 million ounces, or about 62 tonnes, as sanctions and wartime spending tighten funding options. The latest drawdown is slower than the 1998 crisis, when the Bank of Russia sold 118 tonnes in three months after a domestic debt default and a rouble collapse.

Trade flows point to Hong Kong as a key conduit: it imported a record 112.7 tonnes of Russian gold in the first seven months of 2026, versus 92.1 tonnes in 2025 and 3.3 tonnes in 2021. Western measures froze Russian assets and restricted access to SWIFT, while the Moscow Times reports a 7.3 trillion-rouble deficit this year, twice the official target. Reuters-linked reporting describes Central Bank gold sales offsetting earlier Finance Ministry transactions via the National Wealth Fund, which holds 60% in yuan and 40% in gold; the central bank had also added about 40 million ounces (1,244 tonnes) from 2014 to 2020, when gold traded between $1,100 and $1,500 an ounce. Open-source reporting cited includes claims of gold-for-goods and gold-for-currency routes, including alleged payments for 6,000 Shahed drones.

Gold Reserve Drawdown and Global Market Dynamics

We are watching Russia draw down its gold reserves for a tenth consecutive month, bringing its stockpiles down to 2,264 tonnes as of September 2026. Despite this steady physical supply hitting the market to cover a projected 7.3 trillion-ruble budget deficit, spot gold continues to trade near record highs above $2,700 per ounce. We should recognize that while central bank liquidations temporarily boost supply, global safe-haven demand is easily absorbing these sales.

Derivative Strategies and Shifting Physical Flows

We recommend derivative traders focus on long volatility strategies using options on gold futures over the coming weeks. With Hong Kong importing a record 112.7 tonnes of Russian gold in the first seven months of 2026 alone, physical liquidity is rapidly re-routing toward Asian trading hubs. During the 1998 Russian financial crisis, the central bank sold 118 tonnes in just three months, which triggered massive price swings across commodity derivatives.

We must also prepare for heightened price discrepancies between physical gold markets and paper derivative contracts. As sovereigns use physical bullion directly to pay for international trade and swap into currencies like the yuan, emerging market FX volatility will remain high. Buying call options on precious metals while hedging downside risk in exposed regional currencies provides a strong risk-reward ratio into next month.
