The PBoC is state-owned under the People\u2019s Republic of China and is not viewed as an autonomous institution. For policy implementation, it deploys tools including the seven-day Reverse Repo Rate, the Medium-term Lending Facility, foreign exchange intervention and the Reserve Requirement Ratio, while the Loan Prime Rate acts as the benchmark interest rate influencing loan, mortgage and savings rates and, in turn, the renminbi.
