Dow edges higher as Treasury doubles long-bond buyback cap, yields fall amid deficit strain

The DJIA traded near 53,600 on Wednesday, up more than 230 points and 0.44%, after the US Treasury said it would at least double the maximum size of its liquidity-support buyback operations in longer-dated coupons, lifting the cap from $2bn per operation to a minimum of $4bn. Those larger operations do not start until 9 September, run through 4 November and will be revisited at the quarterly refunding on the same date, meaning no extra bonds have yet been purchased. Still, the 30-year yield, which had printed above 5.33% on Tuesday for its highest level since June 2007, fell by more than nine basis points to about 5.19%, while the 10-year shed more than six bps to around 4.65%.

The move came as fiscal pressure remained evident: July’s federal deficit was $432.3bn, the biggest monthly shortfall since March 2021, taking the fiscal-year total to roughly $1.8tn, with interest expense already above $1.1tn; foreign Treasury holdings fell in June as the UK, China and Japan each trimmed. Separately, the FOMC releases minutes from its July meeting at 18:00 GMT, after three regional Fed presidents dissented for a quarter-point rise versus a hold, the first three-way dissent in one direction since September 2016, against July CPI at 3.4%. In equities, Moderna surged more than 120% after a late-stage skin cancer vaccine trial with Merck succeeded; Merck rose 10%, while Home Depot and McDonald’s added about 1% each, and declines of roughly 4% in Broadcom and AMD were outside the Dow. Data due include jobless claims seen at 210k versus 209k, the Philadelphia Fed survey expected at 25 after 41.4, a regional Fed speech at 15:10 GMT, and Friday’s S&P Global PMI prints at 13:45 GMT: manufacturing 53.8 versus 53.9, services 54 versus 54.6, with the prior composite at 54.5; technical levels referenced included resistance near 53,700 and 53,800, support around 53,250, 53,200 and 53,000, plus a 50-day EMA near 52,500 and a 200-day near 49,700, alongside a Stoch RSI reading of 72.60 and an invalidation level at a daily close above 53,900.

Treasury Action and Market Response

We are watching the Dow Jones Industrial Average hover near 53,600 today, driven up by a surprise liquidity boost from the Treasury rather than organic economic growth. By doubling the maximum size of its long-term bond buybacks from $2 billion to $4 billion, the government triggered a sharp drop in yields that equity traders immediately cheered. This aggressive intervention highlights a deeper vulnerability in federal fiscal management, especially as the Congressional Budget Office projects the 2026 deficit to land near $1.8 trillion. With annual net interest outlays already tracking past $1.1 trillion, the Treasury is desperately trying to lower its long-term borrowing costs. We believe this move exposes a dangerously thin bid for long-term U.S. debt, particularly as key foreign creditors like Japan and the UK continue to trim their Treasury holdings.

Implications for Derivative Traders

The tension between fiscal and monetary policy creates a highly unstable environment for derivative traders in the coming weeks. While hawkish regional Federal Reserve presidents have been pushing to keep interest rates higher to cool inflation, the Treasury is actively easing financial conditions through the back door. We expect this policy friction to trigger sharp reversals, especially as incoming manufacturing and services PMI data test the market’s fragile optimism.

We advise derivative traders to adopt a bearish bias on the Dow while the 53,800 resistance area caps the current ceiling. The daily Stochastic RSI has stretched to a highly overbought 72.60 without a confirming price breakout, signaling a weak structure that is ripe for a pullback. Our downside targets are set at the 53,200 and 53,000 levels, with a strict invalidation point on any daily close above 53,900.
