The People’s Bank of China (PBoC) set Thursday’s USD/CNY central rate at 6.7253, a touch firmer than Wednesday’s 6.7249. The fixing guides the onshore renminbi trading band for the session and sits within a policy framework that prioritises price stability, including exchange-rate stability, while supporting economic growth and advancing financial reforms such as opening and developing domestic markets.
Governance Structure and Oversight
The PBoC is state-owned under the People’s Republic of China and is not viewed as an autonomous institution. Oversight is shaped by the Chinese Communist Party Committee Secretary, a role nominated by the Chairman of the State Council; Pan Gongsheng holds that position alongside the governorship.
Policy Tools and Market Participation
For policy implementation, it deploys tools including the seven-day Reverse Repo Rate, the Medium-term Lending Facility, foreign exchange intervention and the Reserve Requirement Ratio, while the Loan Prime Rate acts as the benchmark interest rate influencing loan, mortgage and savings rates and, in turn, the renminbi. China also permits 19 private banks, including digital lenders WeBank and MYbank, and since 2014 has allowed privately capitalised domestic lenders to operate in a state-dominated system.
