Investors weigh Bessent’s Treasury buybacks as US debt tops $40tn and rate hold looms

Assessments continue over Scott Bessent’s Treasury buyback plan, launched as US debt topped $40 trillion the same day. The piece argues the key measure is debt held by the public, put at $32.26 trillion, which must be financed in markets. WolfStreet frames the operation as exchanging older, lower-coupon debt for newer, higher-cost issuance: a proposed $14 billion buyback is set against $4.4 trillion of 10-year Treasuries and $5.5 trillion of 20- and 30-year paper, implying a scale of roughly 0.14% of a near-$10 trillion segment.

The July Fed minutes were described as offering little fresh, with three members favouring a hike; ING said that vote preceded weak jobs data, soft retail sales and firmer inflation, and it expects rates to remain on hold well into 2027. Separately, Kevin Warsh is reported to want six policy meetings a year rather than eight. Near-term focus turns to weekly jobless claims and the Philly Fed, while the next planned Treasury purchases are scheduled for 9 September; Reuters said buybacks do not alter borrowing totals but could tilt funding towards the short end, often labelled “operation twist”.

We recommend utilizing short-term options to capitalize on temporary yield suppression in 10-year and 30-year Treasuries. However, keep in mind that historical precedents, such as the 2011 Operation Twist, show that shifting to short-term funding rarely alters the long-term upward trajectory of interest rates.

Positioning For Persistent Rates And Equity Resilience

With the Federal Reserve likely keeping interest rates on hold well into 2027, we suggest positioning for a “no landing” scenario where economic growth persists. This environment supports short-term call options on major equity indexes, as cash-rich tech giants continue to drive market gains. Nevertheless, we must remain aware that trading in this environment is like being a frog in warming water before it boils.

To guard against a sudden reversal, we advise buying long-dated protective put options on equities as a cheap hedge.
