Bank of Japan split on next rate move as inflation risks build, yen weakness persists

The Bank of Japan’s Summary of Opinions from its 30–31 July meeting showed policymakers split between pausing to gauge the effects of the latest rate increase and pressing on with tighter settings. One view stressed that policy moves can take roughly one to one-and-a-half years to feed through to inflation and activity, while another argued conditions remain accommodative enough for further hikes. A separate opinion said the pace could end up faster than markets expect as upside risks to prices build.

Economic Recovery and Key Influences

Members judged the economy to be recovering moderately but pulled in different directions, with Middle East tensions weighing on activity even as AI-related demand provides an offset; yen weakness was described as having mixed effects. They said underlying CPI inflation is expected to align broadly with the price stability target in the second half of fiscal 2026 through fiscal 2027, while pointing to the Middle East situation, AI demand and a weaker yen as upward pressures. After the release, USD/JPY held modest intraday gains near 158.00. The BoJ’s mandate targets around 2% inflation; it ran QQE from 2013, added negative rates and 10-year yield control in 2016, and lifted rates in March 2024.
