USD/JPY Steady as Katayama’s Yen Warning Fades, While Retail Traders Shift Towards JPY Options

USD/JPY was little changed even after Japan’s Finance Minister Katayama delivered forceful verbal support for the yen and warned of “decisive action at any time”. The warning was described as among the strongest in recent weeks, yet the market reaction remained muted.

The commentary attributed the steady tone to the regularity of official rhetoric and the limited effectiveness of past yen-buying operations. Alongside that, recent data pointed to a “very” large shift in sentiment in favour of JPY among local Japanese retail FX traders, who may be more sensitive to the risk of intervention.

Verbal Warnings Have Diminished Impact

We are seeing that aggressive verbal warnings from Japanese officials are no longer enough to scare USD/JPY sellers. Even though Finance Minister Katayama recently threatened “decisive action,” the market is largely ignoring the noise. Historically, verbal intervention only provides temporary relief, much like the massive 9.8 trillion yen physical intervention blitz in 2024 which only temporarily cooled the currency’s slide.

Retail Traders Shift and Derivative Opportunities

However, we should not ignore the sudden sentiment shift among local Japanese retail FX traders who are now positioning for a stronger yen. These domestic retail investors, who historically account for up to 30% of global retail foreign exchange volume, are often the first to sense actual intervention risks on the ground. Recent trading data shows a sharp reduction in net-short JPY positions among these local accounts, signaling that they are bracing for a sudden policy squeeze.

For derivative traders, this current market complacency presents a prime opportunity to buy underpriced USD/JPY put options. Because spot traders are ignoring the verbal warnings, implied volatility has softened, making downside protection on the dollar relatively cheap to acquire. We recommend building long JPY option exposure over the coming weeks to capitalize on a sudden, physical liquidity injection by the Ministry of Finance.
