Japan rules out deficit bonds for tax cuts, pledges scrutiny as USD/JPY edges higher

Japan’s Finance Minister Satsuki Katayama said the government will avoid using deficit-covering bonds to pay for a planned tax cut, including a reduction in the food sales tax. Instead, the ministry will review both spending and revenue to maintain market credibility, while seeking to raise sufficient funds through measures aimed at boosting non-tax revenue. Katayama also said the government expects tax receipts to overshoot by a meaningful amount.

On the expenditure side, the minister said wasteful spending would be cut from this point, and that budget requests for the next fiscal year will face stricter scrutiny going forward. In markets, USD/JPY was 0.26% higher on the day at 154.75 at the time of writing.

Market Implications and Derivatives Opportunities

We are closely watching the Japanese Yen as Finance Minister Satsuki Katayama signals a shift toward strict fiscal discipline by ruling out deficit-covering bonds for upcoming tax cuts. Despite this disciplined fiscal stance, the USD/JPY pair ticked up today to trade around the 154.75 level.
