French Fiscal Uncertainty and Its Impact on Euro Area Bond Markets
French fiscal uncertainty is expected to keep euro area bond markets focused on France beyond the 2027 elections, sustaining volatility and raising contagion risks until a credible budget strategy is established. The European Central Bank is framed as monitoring whether market moves begin to impair monetary policy transmission, because functioning financial markets support its price stability mandate and its financial stability responsibilities. However, current repricing and market functioning are described as insufficient to justify action, and there is no predefined spreads threshold that would automatically trigger intervention.
ECB Mandate and Constraints on Intervention
The constraints on intervention are set by mandate: the ECB is not tasked with “saving” countries, and unilateral action faces a high bar. As context, Italian spreads over Bunds exceeded 300bp in 2018 without ECB action. Conditional support could come only if there are prospects of credible corrective measures by the affected government, potentially alongside EU support, or if unwarranted spill-overs hit other markets. In that scenario, tools such as the Transmission Protection Instrument and Outright Monetary Transactions—both unused—could be activated, or temporary broad-based asset purchases deployed, with measures designed to be temporary, targeted and tailored, conditional on fiscal correction and accompanied by a clear exit path.
